[ns] Nonlinear RED (NLRED) and Refined Adaptive RED (Re-ARED or RARED) patches for NS-2

I have designed patches for Nonlinear RED (NLRED) and Refined Adaptive RED (Re-ARED or RARED) using ns-2.34.
